Bio

Dr. Chou was born in Taipei and was educated at the National Taiwan University where she received her B.A. degree in History. She then studied at Indiana University (Bloomington), U.S., where she received an M.S. degree in Instructional System Technology. She received her Ph.D. in Instructional Design and Technology from The Ohio State University (Columbus), U.S.A..

Presently, Dr. Chou is a chair professor at Graduate Institute of Education/Center for Teacher Education, the director of Research Center for Humanities and Social Sciences, the chairperson of Research Ethics Committee for Human Subject Protection, and the director of Office of Academic Ethics and Research Integrity of National Yang Ming Chiao Tung University (NYCU) in Hsinchu, Taiwan. Recently she has been appointed as Senior Vice President and Chief Ethics Officer by NYCU President.

Dr. Chou served as Director General of the Department of International Cooperation and Science Education in the Ministry of Science and Technology (MOST) in 2014-2015. Her responsibilities included the bilateral and multilateral S&T collaboration and personnel exchange with other countries by overseeing more than 100 cooperation agreements and 16 S&T divisions around the world. She also directed the research program of science education (including STEM and medical education) for K-12 as well as post-secondary and adult learners.

Dr. Chou’s research interests include e-learning, information literacy and ethics, and research ethics. She has published more than 100 journal articles and 200 conference papers, and in 2020 she edited the book “Academic Ethics and Research Integrity: Compass to Responsible Conduct of Research.” She received three Outstanding Research Awards from the MOST and was listed in World’s Top 2% Scientists lifelong and in 2020, published by Stanford University.

Dr. Chou has long-term interest in and contribution to information literacy education. Her research helped the inclusion of the important topics of information literacy into curriculum guidelines of Taiwan basic education. Her eteacher website (https://eteacher.edu.tw) supported by the Ministry of Education (MOE) is the most well-known teaching/learning resources of information ethics for K-12 teachers as well as students in the Chinese world. The topics in eteacher include Internet addiction, cyberbullying, media literacy, Internet safety, Internet laws and regulations in a variety of formats, such as animation, video clip, essay, poster, learning sheet and so on.

Dr. Chou is dedicated to the research on scientific integrity and research/academic ethics training in higher education in Taiwan. She is leading the national project, Education and Implementation Mechanism of Research Ethics in Taiwan’s Higher Education (funded by MOE) since 2011 (http://ethics.moe.edu.tw/). Under this project, Center for Taiwan Academic Research Ethics Education (AREE) has been established. AREE has provided more than 140 learning units and a variety of learning materials (posters, regulations, glossary, useful links, training session). Up to May 2022, 95 research institutes and 162 universities/college in Taiwan use AREE learning units as required for their researchers and students. She has also helped MOST (now the National Science and Technology Council) oversee the development of intramural research ethics program of all universities and research institutes in Taiwan, provides policy consultant for the amendment of governmental regulations, and organizes nation-wide training workshops. Since 2020, Dr. Chou has become the founding member and the first Chairperson of Taiwan Association for Academic Ethics Education (TAAEE).
